Chief

Bryan Chapman

Police Chief Bryan Chapman is a 28-year veteran of law enforcement and brought his wealth of experience in policing to Chandler in 2024. Chief Chapman previously served as an Assistant Chief of Police in Phoenix, Arizona, for 25 years.

At the Phoenix Police Department, Chief Chapman oversaw the Organizational & Professional Development Division with responsibility over the Employment Services Bureau, the Training Bureau, the Organizational Integrity Bureau. Chief Chapman’s commitment to public safety and extensive experience made him the perfect candidate to serve as the Executive Officer assigned to the Department of Justice Inquiry.

Prior to being an Assistant Chief, Chapman supervised the Violent Crimes, Property Crimes, and Training Bureaus, as well as Family Investigations, the Center for Continuous Improvement, and the Downtown Operations Unit.

Throughout his career, Chief Chapman has championed the use of technology, training, and community engagement to bolster safety and trust within the communities in which he served.

Chief Chapman started his public safety career as a police officer and detective in Bowling Green, Ohio, in 1995.

A graduate of the Senior Management Institute for Policing and Arizona State’s Certified Public Manager program, Chief Chapman also holds a Bachelor of Science in Criminal Justice from the University of Toledo and enjoys membership in local and nationwide police organizations.

Chief Chapman currently serves as a Board Member for the YMCA VOS with the committee positions on the HR/Leadership Development Committee, Public Policy Committee, and the Risk Committee.

His extensive leadership background within law enforcement positions Chief Chapman as an ideal Chief of Police to continue Chandler’s legacy of excellence in policing while building upon The City’s culture of service, innovation, and engagement that prevents crime and earns community trust.

Assistant Chief

Melissa Deanda

Assistant Chief of Police Melissa Deanda joined the Chandler Police Department in January 1999, making this her 25th year in policing.

Inspired by a school resource officer during her high school years and eager to make a difference in her community, Assistant Chief Deanda started her career as a solo patrol officer. She then accepted a position as a Detective in the Narcotics Unit. While in this position Assistant Chief Deanda spent two years investigating state and local narcotics-related crimes, conducting multi-state narcotic investigations, and worked in an undercover capacity.

After completing her time in Narcotics, Assistant Chief Deanda returned to patrol for the next three years before accepting a position in the Criminal Apprehension Unit. Detectives assigned to this unit are responsible for locating and apprehending wanted suspects for misdemeanor and felony related crimes. Assistant Chief Deanda spent seven years in this unit before being assigned to the U.S. Marshals Violent Offender Task Force. This task force consists of local, state, and federal agencies who work together to locate and apprehend violent offenders across the state of Arizona.

In 2014, Assistant Chief Deanda was promoted to the rank of Sergeant and again returned to Field Operations, now as a Patrol Sergeant. A year later, she was selected as the Sex Crimes Unit Sergeant where she supervised detectives who investigated sexual and physical crimes against children. She was also involved with the Arizona Child Abduction Response Team (CART), which responds to investigations involving missing or abducted children.

In 2017, Assistant Chief Deanda was promoted to the rank of Lieutenant and returned to Field Operations as a Watch Commander. She worked in this role for two years before being selected as the Lieutenant over Professional Standards in 2019. In this role, the Assistant Chief was responsible for overseeing the department’s Hiring Unit, Internal Affairs, and Accreditation. In October of 2021, she was promoted to Commander in Field Operations and oversaw the Desert Breeze Precinct. In January of 2023, she received a promotion to Assistant Chief and began overseeing the Professional Services Division.

Assistant Chief Deanda most recently served as Chandler’s Interim Chief of Police for about four months after former Police Chief Sean Duggan retired.

In addition to belonging to several professional organizations throughout her career, Assistant Chief Deanda has dedicated many hours of service to local non-profit groups and continues to be actively involved in the community. She holds a Bachelor of Science in Justice Studies from Columbia Southern University and serves on a variety of committees and boards. She is also a graduate of the Senior Management Institute of Police (SMIP).

Assistant Chief

Jason Sieczkowski

Assistant Chief Jason Sieczkowski is a visionary leader in law enforcement with nearly two decades of dedicated service. His passion for making a positive impact in his community and changing lives took root during his childhood.

In 2006, right after graduating from Arizona State University with a Bachelor of Science in Agricultural Business, Assistant Chief Sieczkowski embarked on his law enforcement career with the Chandler Police Department.

His career started in the Field Operations Division, where he also worked as a Bike Officer, Motorcycle Traffic Officer, and Field Training Officer (FTO). He also served one tour of duty as a Recruit Training Officer (RTO) at the Arizona Law Enforcement Academy (ALEA).

Those impactful years of working directly with the residents of Chandler, especially the homeless population inspired Assistant Chief Sieczkowski to be an empathetic hands-on police leader focused on outreach, collaboration, and problem solving with the goal of improving the quality of lives of residents who were facing hardships in Chandler.

In 2017, Assistant Chief Sieczkowski was promoted to Sergeant. He returned to the Field Operations Division as a Patrol Sergeant and supervised multiple teams across different Chandler precincts. In 2018, Assistant Chief Sieczkowski took over the Bike Unit in the downtown precinct, where he focused his efforts on street crimes, quality of life issues, special events, and worked extensively with the homeless population. In 2019, Assistant Chief Sieczkowski supervised the day- shift Motorcycle Traffic Unit.

Later that year Assistant Chief Sieczkowski was promoted to Lieutenant and assigned as a Patrol Watch Commander with additional duties of managing the Field Training Program. Serving as a role-model to young police officers was a role Assistant Chief Sieczkowski took seriously. During his time in that position, Assistant Chief Sieczkowski led the expansion of the FTO program to a fully satellite model.

In 2021, Assistant Chief Sieczkowski was assigned to the Community Resources Section of the Operational Support Bureau. In this role, he supervised multiple units that included the Firearms Training Unit, Reserve Officers, Park Rangers, School Resource Officers, Crime Prevention Unit, Volunteer Program, Cadets, and Peer Support programs.

Assistant Chief Sieczkowski was promoted to Commander in 2022. In this role he supervised the Field operations Division of patrol officers, sergeants, and lieutenants. He then transferred over to supervise the Criminal Investigations Bureau in 2023. This role included supervision of the Criminal Investigations Bureau, Detention Operations, and SWAT.

Assistant Chief Sieczkowski was promoted to Assistant Chief over the Field operations bureau overseeing patrol and the Operational Support Bureau in 2024.

In addition to a Bachelor of Science degree, Assistant Chief Sieczkowski also holds a Master of Science in Leadership and Disaster Preparedness from Grand Canyon University. He is a graduate of Arizona State University’s Bob Ramsey School as a Certified Public Manager and has also completed the Northwestern School of Police Staff and Command.

Assistant Chief Sieczkowski currently serves on the EVIT Criminal Justice Advisory Board and previously served on the City of Chandler’s Human Relations Commission. He was named as a ‘40 under 40’ law enforcement leader by the International Association of Chiefs of Police in 2022.

 

Assistant Chief

Chris Pérez

Assistant Chief Chris Pérez has lived a life of service. He began his career with the Chandler Police Department in 1997, after serving in the United States Navy as a Hospital Corpsman.

Driven by his passion for servant leadership and helping crime victims, Assistant Chief Pérez has always strived to mentor and coach younger police officers committed to excelling and growing within the department.

After working in numerous Patrol positions throughout the Department, in 2000, Assistant Chief Pérez became an investigator with the Neighborhood Response Team. After that, in 2004 he served as a School Resource Officer instructing students in the Chandler Unified School District. In this role, Assistant Chief Pérez created the Chandler Police Department’s Wilderness Experience. The youth program is an outdoor, experiential and educational opportunity for middle school students, and is popular with students all over Chandler even today.

In 2004, Assistant Chief Pérez worked as a Special Victims Detective in the Criminal Investigations Bureau. In this role he investigated violent crime and crimes against children. During this time, Assistant Chief Pérez supervised some of the city’s most high-profile cases and sought justice for victims.

In 2012, Assistant Chief Pérez was promoted to Sergeant and returned to patrol for the next two years, until he was selected to serve as in the Special Victims Unit as Detective Sergeant. This gave Assistant Chief Pérez the opportunity to oversee the direction of investigation, enhance best practices, and serve as a co-coordinator with the State of Arizona’s Child Abduction Response Team.

Assistant Chief Pérez also served on an advisory committee in Washington, D.C., where he was part of a team that helped develop national protocol for sex abuse medical forensic examinations, in conjunction with the Department of Justice, the Department of Interior, the Bureau of Indian Affairs, and Human Health Services.

In 2014, Assistant Chief Pérez also assumed leadership of the Chandler Police Department’s Honor Guard as an ancillary duty.

In 2015 he was promoted to Lieutenant, serving as a Watch Commander overseeing Patrol.

In 2016, Assistant Chief Pérez was selected to lead the Department’s Special Investigation’s section overseeing all Gang, Criminal Intelligence, Narcotics, and Human Trafficking investigations.

In 2020, Chief Pérez was promoted to Commander, overseeing daily operations of the following units: SWAT, Criminal Apprehension Unit, K-9 Unit, Motor Unit, DUI Unit, Vehicular Crimes Unit, Bike Team Unit, Training Unit, SRO Unit, Park Ranger Unit, Volunteers in Policing Unit, Detention Services Unit, and the Police Cadet Unit.

In 2022 he moved over to the Chandler Heights Precinct where he was responsible for all patrol operations in South Chandler.

In 2024, he transferred back to the Criminal Investigations Bureau where he supervised the Criminal Investigations Bureau, Special Investigations Section, Persons Crimes, Family crimes, Robbery & Homicide, Sex crimes, Victims Services, Detention, SWAT, K-9 and Medial Relations Units.

Assistant Chief Pérez earned a bachelor’s degree in history from Arizona State University in 1997 and a master’s degree in education from Northern Arizona University.

In his spare time, Assistant Chief Pérez is an outdoor enthusiast, an Adjunct College Professor of Justice Studies and public speaker, presenting case studies and lecturing throughout the United States.

He is currently serving on the Arizona Department of Public Safety Private Investigator and Security Board and the Muslim Police Advisory Board

As a police leader, Assistant Chief Pérez thrives on watching younger officers excel and grow through his mentorship and coaching. He considers them the future of policing and is committed to ensuring they have the tools to succeed and make a meaningful impact on others.

He was promoted to his new role as Assistant Chief in November 2024.

Command Staff

Commander

Travis Feyen

Commander Feyen began his law enforcement career with the Chandler Police Department in 1995. As an officer, he worked in the Field Operations Division, with a specialty as a Gang Liaison Officer. In 1999 he moved to the Criminal Investigations Bureau where he spent the next seven years working as a detective in the Property Crimes Unit, Arizona Auto Theft Task Force, Repeat Offender Program, and Robbery/Homicide Unit. During these assignments, he investigated Auto Theft, Insurance Fraud, Burglary, Kidnapping, Aggravated Assault, Robbery, and Homicide cases. While assigned to the Arizona Auto Theft Task Force, Commander Feyen was a lead investigator into an international auto theft criminal syndicate. The investigation resulted in the dismantlement of the organization as well as stopping a source of funding for international terrorism. The investigation received local, state and national recognition.

After serving as a detective, he was promoted to Sergeant where he supervised Field Operation teams and later, the Gang Enforcement Unit. After five years as the Gang Enforcement Sergeant, he went to the Police Department’s Information Technologies Section where he supervised personnel responsible for implementing new technologies supporting the department’s mission. During this time, PDIT implemented a new electronic citation module, eliminating the need for paper citations and the extensive work associated with processing paper documents. After his time in the technologies section, Commander Feyen went to the Professional Standards Section where he was responsible for administrative investigations. The purpose of this section is to ensure public confidence in the department through objective and thorough investigations of all employee misconduct allegations.

Upon his promotion to Lieutenant, he was assigned to the patrol division as a shift commander. While in this role he assumed responsibilities for the department’s fleet operations which includes over 300 vehicles. While over the fleet, he assisted with the internal configurations of the patrol car to allow for a better workspace.

In October 2019 Commander Feyen assumed responsibilities as the Main Station Commander. In this role, he was responsible for all Patrol functions in the precinct, the department’s fleet, Quartermaster’s Office and Patrol Administrative staff.  In February 2022, Commmander Feyen was transferred to the Operational Support Beurea where he oversees many different specialty assignments. On January 1st, 2023 Commander Feyen’s title changed to the Operational Support Division where some units were moved during a PD-wide reorganization.

Commander Feyen has dedicated many hours of service to non-profit groups and continues to be highly involved with the community. He has spent over twelve years as a youth baseball coach instilling character and confidence in the next generation.

Commander Feyen graduated from Arizona State University with a Bachelor of Science in Justice Studies in 1993. He is also a graduate of the Arizona Leadership Program administered by the Arizona Police Officer Standards and Training.

Commander - Desert Breeze Precinct

Zac Cummard

Commander Zac Cummard joined the Chandler Police Department in October of 2002 and graduated from the Arizona Law Enforcement Academy as a POST-certified peace officer in February of 2003. While assigned in a patrol capacity, he pursued additional opportunities to serve as a police instructor, terrorism liaison officer, and City of Chandler mentor.

In 2015 he promoted to the rank of sergeant and continued with patrol responsibilities until 2016 when he was assigned to supervise the Police Technology Unit. He promoted to the rank of lieutenant in 2018 and assumed watch commander responsibilities in the Desert Breeze Precinct. In 2020 he was assigned to be the acting manager of the Police Technology Unit. In 2021 he was invited to become a member of the Arizona Criminal Justice Commission’s policy team for Information, Technology, and Systems Improvement. In February of 2022 he was promoted to the rank of commander and formally assumed command of the reorganized Information & Technology Section which is comprised of the Technology Unit, the Data, Analysis, & Reporting Team, and the Intelligence Analysis Unit. In 2023 he was assigned command of the Desert Breeze Precinct.

Commander Cummard has been actively involved with community service organizations such as the Boy Scouts of America and the Special Olympics of Arizona. He has served on the State Council of the Law Enforcement Torch Run (LETR) for Special Olympics since 2012 and most recently held a position as that organization’s State Director from 2020 to 2022. In 2023 he was appointed to both the International Association of Chiefs of Police LETR committee as well as the Board of Directors for AZCEND. As an attorney, he has provided volunteer service with the Maricopa County Superior Court, the Town of Gilbert Prosecutor’s Office, and the Judicial Branch of Arizona’s Probate Lawyers Assistance Project. He has also provided pro bono legal assistance through the American Indian Law Clinic.

Professional memberships include the International Association of Crime Analysts, the American Society of Evidence-Based Policing, the Naval Postgraduate School Foundation & Alumni Association, the American Bar Association, the Arizona Bar, the Maricopa County Bar Association, and the National Eagle Scout Association.

Commander Cummard holds an Associates of Applied Science with a certificate in Law Enforcement Technology from Rio Salado Community College, an Associates of Arts from Mesa Community College, a Bachelor of Science in Management of Technical Operations from Embry-Riddle Aeronautical University, a Juris Doctor from Phoenix School of Law, and a certificate from the Northwestern University School of Police Staff and Command.

Commander - Downtown Precinct

Dan Shellum

Commander Dan Shellum joined the Chandler Police Department in 2005 and graduated from the Arizona Law Enforcement Academy in January 2006. Inspired by his father, who was also an officer, Commander Shellum looked up to him and knew law enforcement was the profession he wanted to join.

Commander Shellum spent the first six years of his career assigned to the Field Operations Division where he served as a patrol officer and field training officer. In 2011, he was selected to serve as a detective in the Criminal Apprehension Unit that is responsible for locating and apprehending wanted suspects for misdemeanor and felony crimes.

In 2015, Commander Shellum was promoted to sergeant and was assigned to the Field Operations Division as a patrol sergeant. During his time as a patrol sergeant, he supervised teams in the Chandler Heights and Desert Breeze Precincts. In 2017, he was selected to serve as the sergeant for the Narcotics Unit where he oversaw large scale narcotics investigations which included multi-national drug trafficking organizations.

In 2018, Commander Shellum was promoted to the rank of lieutenant and returned to the Field Operations Division to serve as a Patrol Watch Commander. After serving two years in this position, Commander Shellum was selected as the Special Investigations Section Lieutenant. This position oversees investigations and operations within the Narcotics, Gang, Vice/Human Trafficking and Criminal Intelligence Units.

In 2022, Commander Shellum was assigned to the Operational Support Bureau to serve as the lieutenant for the Training Unit and newly created Health and Wellness Program.

In January 2024, Commander Shellum was promoted to Commander where he currently serves as the Downtown Precinct Commander overseeing patrol operations of officers, sergeants and lieutenants.

Commander Shellum is a true leader who is committed to making a positive impact in the department and the community. As a commander, he is driven by the fact that his position gives him a voice to serve as an agent who can inspire the positive change needed to continue the Chandler Police Department’s legacy as a top tier law enforcement agency.

Commander Shellum is a recipient of the Chief’s Award of Excellence. He currently serves on the Citizen’s Use of Force Board and the Human Rights Commission, and the Chandler Public Safety Pension Board.

He holds a Bachelor of Science Degree in Law Enforcement from Metropolitan State University and a Master of Arts Degree in Criminal Justice from Arizona State University.

Commander - Chandler Heights Precinct

Preston Pierce

Commander Preston Pierce began his law enforcement career with the Chandler Police Department in 1999.

Throughout his career, Commander Pierce has held various roles within the department, ranging from Patrol and Property Crimes to the Bike Unit and Special Weapons and Tactics Team (SWAT).

His vast experience in law enforcement, combined with his leadership skills, has inspired him to serve as a role model and mentor to young officers.

In 2015, Commander Pierce was promoted from Officer to Sergeant. In this role, he was responsible for overseeing a variety of teams in the Patrol Division and Bike Unit. He was also selected to serve as a Team Leader for SWAT, where he oversaw the sniper program.

He was later promoted to the rank of Lieutenant, where he managed both the Patrol Division and Property Crimes. In 2021, Commander Pierce was assigned to the Special Operations Section, where he managed and led as the SWAT commander, Detention Manager, and supervised the K9 program.

Commander Pierce then served as an Interim Commander in the Criminal Investigations Bureau before being officially promoted to Commander in 2024. He is currently assigned to the Chandler Heights Precinct.

Commander Pierce’s dedication and exceptional service have earned him numerous accolades, including the SWAT Operator of the Year award in 2013, a multi-year Meritorious Service Award, and several unit citations for his outstanding work with the Bike Unit and Property Crimes.

He graduated from Arizona State University with a Bachelor of Science degree in Justice studies in 2004. He has also volunteered at his local church for 17 years.

Additionally, Commander Pierce has served as a coordinator on the Mentor program board and as a member of both the Use of Force Board, and Special Events Committee.

His diverse experience and dedication to duty are a testament to his professionalism and passion for law enforcement, reflecting the highest standards of the department and inspiring those around him.

Section Managers

Forensic Services

Alicia Rosenberg

As the Forensic Services Manager, Alicia Rosenberg oversees the Chandler Police Department forensic services which includes the Crime Scene Unit and the Forensic Analysis Unit. The Forensic Services Section is an accredited laboratory that provides forensic analysis in the areas of crime scene, blood alcohol analysis, controlled substances, ten-print fingerprints, and latent prints.

Alicia Rosenberg began her career in Forensics in 2002 with the Arizona Department of Public Safety as a Criminalist. In 2007, Alicia transitioned to Chandler Police Department as a Criminalist, where she analyzed blood for alcohol content and suspected controlled substances. In 2010, Alicia was promoted to Supervising Forensic Scientist and was responsible for leading the Forensic Analysis Unit which includes blood alcohol, controlled substances, and latent print analysis before promoting to the Forensic Services Manager position in 2022.

Alicia earned a Bachelor of Science in Clinical Laboratory Sciences from Arizona State University and a Master of Administration with an emphasis in Leadership from Northern Arizona University. Alicia is a member of the American Society of Crime Laboratory Directors (ASCLD) and currently serves on the Nominations and Awards committee and the Advocacy committee as the point of contact for Arizona and New Mexico.

Some of Alicia’s professional accomplishments include helping the Forensic Services Section earn and maintain international accreditation and participating in Project FORESIGHT which brings a business approach to Forensic Services. Alicia strives to encourage a culture of continuous improvement and customer service as the Forensic Services Section grows.

Police Operation

Carole Speranza

Carole began her career at the Chandler Police Department in 2013 after working 17 years in a practice management role for a large emergency physician group in Scottsdale. She brought to the Department years of knowledge and experience in Project Management, Productivity Efficiencies, and Fiscal Administration. In 2017, Carole was promoted to Management Assistant to the Chief of Police where she demonstrated strong leadership and organizational management skills. In 2019, Carole was promoted to Police Field Operations Supervisor, and in 2021, promoted Operations Manager.

As the Operations Manager, Carole is responsible to oversee the Department’s Fleet Division to include the purchasing and management of over 300 Police vehicles and equipment; renovations, upkeep, and maintenance of the Department’s six facilities; the Department’s Volunteers in Policing program; the Quartermaster office; sworn staffing and schedules; the Department’s payroll, time keeping, and personnel management software; Special Event & Extra Duty staffing; and the management of Field Operations’ 3.2-million-dollar budget.

Carole has been actively involved in the Community, serving on ICAN’s “The Henry’s” board for several years, participating at various Department and City events like “For Our City”, the “Chandler Water Festival”, and the “Public Safety Fair and Open House”. Carole also spent time in the CUSD classrooms as parent volunteer, room mom, and served on the PTO and Site Council Boards.

Carole made the move from healthcare to public safety due to a desire to give back to the community where she lives and be involved in shaping the culture and mission of the Chandler Police Department. Her primary focus is on the protection of the citizens of Chandler and the safety of the Officers of the Chandler Police Department.

Carole graduated from Northern Arizona University in 1993 with a Bachelor’s Degree in General Studies and minors in Business Management and Communications.

Information & Technology

Donny Witt

Police Technology Manager, Donny Witt, began his career with Chandler Police Department in July 2019. Donny was originally assigned to the Infrastructure Services Unit of the Police Information & Technology Section (PDIT) with computer helpdesk responsibilities. He moved to the city from Kingman, AZ, bringing with him an expansive knowledge of public safety information technology from over 20 years of experience. He worked with the Kingman Police Department, Kingman Fire Department, and Kingman Dispatch Center. Donny used this experience to aid him in completing certain enterprise-wide projects the Chandler Police Department such as an issued-cellphone implementation and a departmental computer refresh.
 
In June 2022, Donny was promoted to Business Systems Support Supervisor, leading the PDIT Infrastructure Services Unit to further such projects as vMobile and PDInfo 2.0. Donny’s expertise in organization, planning, infrastructure architecture, and project management is seen daily, more so upon having assumed the duties of the Police Technology Manager in January 2023.
 
Donny holds certifications in Networking +, Database Administration and hardware certifications which he obtained after graduating from Northern Arizona University with his Bachelor’s Degree in Business Administration and Computer Science.
Support Services

Doug Reed

In 1993, Doug Reed began his career with the City of Chandler as a sales tax auditor in Management Services.  As a CPA, he completed City sales tax audits and also educated the business community on State and City sales tax law and reporting requirements.  In 2001 Mr. Reed began working for the Chandler Police Department.  As a Police Planning and Research Analyst, he worked three years performing financial research and analysis.  Mr. Reed assisted in the preparation and monitoring of the Department’s annual operating budget as well as the Department’s spending, revenue, and multiple fund balances.

In 2004, Mr. Reed transferred to Field Operations as the Police Operations Support Supervisor.  He supervised the City’s alarm program, the Police quartermaster function, the extra duty program and the fleet officer.  While in this position, Mr. Reed was instrumental in the implementation of the TeleStaff program.  This program has been used by the Police Department as a tool to staff extra duty job assignments, as a scheduling program to view individual schedules and team rosters, and as a program to process payroll.

In 2012, Mr. Reed was promoted to Police Support Services Manager.  In this capacity he oversees both the Records and Property & Evidence sections.  Mr. Reed is a leader who strives to promote effective and open communication as well as to provide excellent service to both internal and external customers.

Mr. Reed has a Bachelor of Science degree in Accounting from Brigham Young University and a Master of Business Administration degree in Management from Western International University.  He is a member of the Arizona Law Enforcement Records Management Association.  He is involved in his community and has coached many youth basketball and softball teams.

Planning & Research

Julie Buelt

As the Police Planning and Research Manager for the Chandler Police Department, Julie Buelt is responsible for the Department’s budget, grant, and forfeiture fund administration, facilities planning and maintenance, capital improvement program planning, strategic planning, deployment and efficiency analyses, special project research, and accreditation compliance and coordination.

Mrs. Buelt has experience in budget, finance, audit, compliance, and accounting and has worked in public accounting and with a Fortune 500 company. She worked in the city’s Management Services Department for over twenty years on citywide budget and financial issues and was a subject matter expert on personnel budgeting and system development fees. She is a member of the Government Finance Officers Association of Arizona and the Arizona Society of Certified Public Accountants.

Mrs. Buelt holds a Master of Business Administration from Arizona State University and a Bachelor of Arts in Accounting and English Writing from Concordia College-Moorhead, MN. She is a licensed Certified Public Accountant in the states of Arizona and California. She has been a long-time volunteer in the Chandler Unified School District and for the Girl Scouts Arizona Cactus-Pine Council.

Michelle Potts

Michelle Potts began her law enforcement career in 1992 with the Tempe Police Department as a high school business intern. In 1996 she moved into the field of emergency communications, serving as a 9-1-1 operator, dispatcher and communications shift supervisor, until moving to the Arizona State University Police Department in 2008 to oversee their communications division. Michelle has served as the Communications Manager for the Chandler Police Department’s Emergency Communications Center since 2011.

Her education includes a Bachelor’s in Organizational Studies from Arizona State University, a Master of Administration in Public Management from Northern Arizona University, and a Master of Arts in Security Studies – Homeland Security and Defense – from the Naval Postgraduate School. She is also a graduate from Northwestern University’s School of Police Staff and Command.

Michelle participates in various regional and national industry groups. She currently serves as the chair of the Maricopa Region Public Safety Answering Point (PSAP) Managers Group through the Maricopa Association of Governments (MAG), a regional group of 26 member agencies responsible for technology, governance, budget, education and outreach for the Maricopa region. She also serves as the state president for the Motorola Trunked Users Group (MTUG). This group brings together public safety and Motorola trunked radio system users to promote the development and education of Motorola radio products, a critical life safety technology for first responders. Michelle serves as the chair of a regional technology working group tasked with exploring emerging technology, regional feasibility and operational implications.

The vision of the Chandler Police ECC is to transition from a 9-1-1 center into a multi-channel emergency communications center capable of accepting the most contemporary communication channels of today. The goal of this multi-channel environment is to build a resilient and adaptable ECC that provides a more comprehensive emergency response to our community and first responders through effective, timely decision making, situational awareness, risk management, resource allocation, and quality information.

Police Communications

Stephanie Heinzelman

Stephanie Heinzelman began her career in law enforcement in 1994 with the Mesa Police Department. She joined the Chandler Police Department in 2009 as a dispatcher. In 2012, Stephanie was promoted to Communications Supervisor where she oversaw the call takers and dispatchers assigned to her shift. In 2017, Stephanie became the training supervisor and was responsible for managing the training program and assisted with the hiring process. Stephanie was promoted to Communications Assistant Manager in 2018. In 2023, Stephanie was promoted to Communications Manager where she overseas operations.

Stephanie has served on several committees within the organization and state. She completed the Registered Public Safety Leadership Program through the Association of Public Safety Communications Officials. She also completed the Center Manager Certification Program through the National Emergency Number Association.

Stephanie earned a Bachelor of Arts in History from Arizona State University and a Master of Public Administration with an Emphasis in Government and Policy from Grand Canyon University. She is also a graduate from Northwestern University’s School of Police Staff and Command.
